Emergency certificate is issued to Indian nationals in certain circumstances, to enable them to return to India.
NOTE- Indian nationals traveling on Emergency Certificate may kindly note that Government of France does not recognize Emergency Certificate issued by the Embassy.

Filling up of Online Application Form
Application to be filled online, using the website: - https://portal6.passportindia.gov.in;
Steps to be followed:

Open https://portal6.passportindia.gov.in; and click on Register. A tab down will open.

Select Embassy/Consulate as Croatia-Zagreb. Fill in all the other details to create your account and click on register at the bottom in the end. Please remember your login ID as you will need it later to log in to your account.

An account activation link will be sent to your email ID.

Open your email ID and click on the activation link, enter your email ID & click on activation below. Your account will be successfully created after this.

Now open the https://portal6.passportindia.gov.in again and click on User log in. Please log in using the User ID created by you during the registration step.

After successful log in, applicant’s home page will open. Please choose the service you need to apply for.

If you are applying for Emergency Certificate. Please click on Apply for Emergency Certificate.

Please fill all the details and do final submit and take a print out of your application. Don't use Special characters while entering details in the Online Registration form.
NB: Please ensure that all entries in the online form are correct.

Fee is payable only in cash at the reception counter of the Embassy while submitting the application.
Fees once deposited shall not be refunded.
(3) Submission of Application and Documents to Embassy:
Submit the following documents in person at Embassy of India, 152B, Bijenik, Zagreb.
* The above completed application form.
* Original Indian Passport (if available) along with self-attested photocopy of front and last page of the passport. (Police report mentioning Passport number, in case passport is lost).
* Three recent passport size photographs with white background.
* Confirmed ticket to India
Document submission time: Monday to Friday between 9:00am and 11.30 am. (Except holidays)*
Processing Time: If application is complete in all aspects it usually takes 2-3 working days from the date of submission in Embassy.
(3) Collection Procedure for Emergency Certificate:
Emergency certificate may be collected from the Embassy, after 2-3 working days. Please bring your receipt while collection.
